odular system modernization with inte grated data, advanced analytics, and detailed, readily available reporting is
transformational to carrying out high-quality and cost-effective program management. However, it falls flat if it doesn’t work with and for the people who carry out or rely on critical government services daily. Modernized practices must be embedded at the program level to ensure maximum impact of modern tools. After all, the only way recipients can judge the success of modernization is by how much easier it becomes to transact with the government on digital devices and how much faster the government can respond to their needs. And the only way the government employees can appreciate the effect of IT transformation is by how much easier and faster they can do their jobs servicing the recipients.
