ublic–private partnerships—traditionally the domain of large-scale energy and infrastructure projects—are revealing themselves to be effective tools of transformation in human services. In Los Angeles (L.A.) County, an innovative and progressive county government is teaming up with forward-thinking philanthropic leaders to improve homelessness prevention services for families and young adults impacted by the county’s child welfare system. With deep and consistent backbone support from the hybrid public–private Center for Strategic Partnerships, their efforts have resulted in creation of the nation’s first Supportive Housing Division within a child welfare agency and an increase in resources to fund housing solutions that keep families together and youth off the streets.
