A Message from MSSA President FRANK HOLDEN

The 2017 trophy season is in the books and boy was it ever a disappointment. What started out as a slow season just got worse as the weeks went on. Bad weather coupled with slow fishing made 2017 one of the worst trophy seasons I’ve personally ever had. I guess everyone, including me, was happy with warm winter temperatures and lack of snow. That really did backfire on us this year. The popular belief was that the big fish were gone before the season ever started. A lot of big fish made it through the year. We can only hope the anglers up north don’t hammer them too bad. The 34TH Annual Championship on the Chesapeake was a great even despite the bad weather and slow fishing. The problems with planning a tournament a year in advance amplify themselves tenfold when the weather forecast calls for gale force winds and driving rain on day one coupled with small craft warnings the other two days. My hat goes off to all the anglers who slugged it out for two days trying to catch that big one. I’d also like to thank all the volunteers who made the tournament a success. Whether it’s running a weigh station, selling shirts at a Captains Meeting, or working a show booth in the winter our volunteers constantly answer the call to make this tournament a success. Dave and Amy do a great job organizing the whole thing and their work doesn’t end until every weigh tickets has been double checked, every angler has been contacted concerning prizes, and the final check is put into the mail. I used this analogy once before but it fits so good I need to say it one more time-“Running the MSSA Tournament is like a duck swimming in the water. While they look all calm on the surface that dedicated group of volunteers are paddling as hard as possible underneath to pull the whole thing off successfully.” We did have several suggestions about why MSSA we didn’t postpone the entire tournament 7 days. While on the surface that sounds like an easy task it’s really almost impossible to do because of the magnitude of

a tournament of this size. Moving it back a week this year would not have been a better option anyway. The weekend after was actually windier than tournament weekend and the fishing just got worse. Come on 35TH Annual Championship in 2018-it’s going to be a good one! MSSA lost a very dedicated member a few weeks ago. Bill Windley, former MSSA President and a founding member of the Norther Bay Chapter, passed away on May 3 in Florida just shy of his 71st birthday. Bill served several terms as MSSA President and Northern Bay Chapter President. Bill was a commissioner on the Atlantic Coast Marine Fisheries Commission and served several terms on the Maryland DNR’s Sportfish Advisory Committee. For anyone who had the pleasure of knowing Bill he was one of MSSA's most dedicated leaders totally dedicated to the recreational fisherman of Maryland. His presence is still felt today in many of the rules and regulations he helped craft while serving on those state and federal fishing boards. As you fish this year don’t forget all the Maryland DNR Volunteer Angler Surveys available out there. Participation on volunteer surveys actually gives you the opportunity to make real contributions to fisheries management. MSSA has always wanted DNR to rely on the best scientific data available to make fisheries decisions. Actual catch data from actual anglers is about the best data available. Visit the DNR website for all the details. As I put away the big stuff and get ready for summer I urge you to carefully Ande fish this summer. Warmer water temperatures tend to increase mortality so using circle hooks, quitting fishing when you’ve caught your limit, and carefully releasing undersized fish greatly increase mortality. Keep what you want to for the table and release the rest to fight another day. Until next time- see you on the bay.

Dear MSSA Members, I want to sincerely thank the thousands of anglers and members who participated in the 34th annual Championship on the Chesapeake. As you know this tournament is one of MSSA’s largest fundraisers throughout the year and this year was troubling to say the least. Without going in too much detail, we fell 150 boats and nearly $150,000 gross. That being said we hope you will increase your support any way you can whether through donations or participating in our other fundraising tournaments. We do not rely on tax payer dollars, only individuals and private donations who support our mission. I also want to thank the many volunteers who made this tournament possible. It is the efforts of many that allow us to have 10 weigh stations, 5 captain’s meetings, the tournament party, and the many committee meetings that ensure a fair and enjoyable tournament. Thank you again for your time and commitment to the MSSA and our mission. It is also important to thank the sponsors who not only support the MSSA but invest in this tournament through sponsorship dollars. We have a growing list of loyal sponsors who have time and time again shown their support for the MSSA and The Championship. For the past 35 years the MSSA has been the leader in fighting for recreational and Sportfishing enthusiasts, the sportfishig industry, and the resources that we so dearly love. It is important to note that there is an inherent determination within sportfishermen to conserve our resources and ensure we are managing for sustainability while using the resources in the most economic beneficial way. While that is our mission, we also have a parallel mission to ensure a prosperous future for recreational fishing. Simply put, we must get our youth out on the water. Throughout the next few months we will be reinventing the MSSA Youth Angler Club. This program is part of a larger role the Business Development Committee (BDC) sees as critical to the future of the MSSA and recreational fishing. We would like to reach out to all our members and ask for your help. We want to know your thoughts on how we can get our younger generations involved in fishing. How do we get the parents to find time and how do we keep the kids interested or introduced to fishing? If you are interested in helping please shoot me an email djsmith@ mssa.net or call 410-255-5535. We would also like to solicit help from our business savvy and strategic thinking members. As we move through the year the BDC will be meeting routinely to discuss new and innovative ways the MSSA can diversify its revenue sources while increasing our advocacy footprint in the Mid-Atlantic region. If you are interested in making the MSSA even greater, please contact me and we can get you involved. Let’s make 2017 the year the MSSA enhanced and improved its operations. The MSSA, an organization of over 7,000 conservation-minded members and the largest of its kind in the state, is most famous for its advocacy work protecting anglers’ rights and the largest spring rockfish tournament in the country, The Championship on the Chesapeake. The organization uses these tournaments to promote and encourage recreational fishing in the state of Maryland, with a special focus on the state's youth. The roots of the Maryland Saltwater Sportfishing Association (MSSA) can be traced to a small group of recreational fishermen who came together to save the prized Chesapeake Bay striped bass whose stocks were becoming severely depleted. They founded the MSSA in 1981 and advocated that the Maryland Department of Natural Resources take stringent, even if unpopular, measures to allow the fishery to revive. The MSSA organized two marches on the Annapolis statehouse and supported a total ban on the harvesting of striped bass by either recreational or commercial fishermen between 1985 and 1990. In the following decades, the MSSA has evolved into the largest organization of recreational anglers and conservationists in the mid-Atlantic region. It has continued efforts to sustain all fisheries, including crabs and oysters; to protect the waters of the Bay, its tributaries and the Coastal mid-Atlantic region; and to enhance recreational fishing. William T. Windley, Jr. 'Bill' age 70, of North East, MD, passed away on May 3, 2017 in Dunedin, FL. He is survived by his wife, Tory, their daughter, Tory McHugh (Daniel) and 3 grandchildren, Delaney McHugh, Finnegan McHugh, and Graham McHugh. He is also survived by his mother, Elgarie M. Windley, his brother, E. Carlyle Windley (Marcia) of Seaford, DE and brother, E. Lawrence Windley of Dover, DE, and many nieces and nephews. He was predeceased by his father, William T. Windley. Bill was a lifelong fisherman and fisheries advocate. He served as MSSA President for many years. Bill was the founding chapter president of the Northern Bay Chapter. He was a Commissioner for the Atlantic States Marine Fisheries Commission and served on the Maryland Sportfish Advisory Commission. He worked as a journeyman millwright for union Local 1545 out of Wilmington, DE before retiring on disability in 1992.

Bill was born in Washington, NC and loved his home state. He went to high school in Seaford, DE and then attended NC State University and still has very close friends he made while there. Avon, NC on Hatteras Island was one of his happiest places. Bill loved music. He was in several bands when younger and the last few years has enjoyed listening to recordings of those groups made long ago, especially Alamo and Harvest Band. Bill spent his last months in Dunedin, FL enjoying the fun and loving friends he made there in the past few years. A Memorial Mass was held 1PM Friday, May 12 at Saint John the Baptist Church, in Newark, DE. B igeye present one of the biggest challenges in the ocean for a Maryland angler. And we’re not just talking about sheer size—although with the Maryland state record set at 375 pounds, eight ounces, mass quite clearly matters. Bigeye are also rugged fighters that punch above their already-impressive weight. Battles commonly go on for hours at a time even with heavy gear, and few anglers have the stamina to go toe-to-toe with a decent-sized bigeye from start to finish. You think you might be one of them? Or, perhaps you’d be happy to invite your brother-in-law Bubba aboard for a day of fishing, just so you can watch him cry “Uncle”? Then prepare yourself, your boat, and your crew for the ultimate oceanic tug-of-war. Paint a Bullseye Some bigeye are caught incidentally while trolling for other species, for sure, but to have a significant chance of bagging one of these brutes you have to really focus in on targeting this species in specific. This is something of a specialty, and let me be right up front in saying that I’m no bigeye tuna specialist. Most of the tactics and tips you’re going to find in this article (except when it comes to night-chunking— more on that later) come from fishing with professional captains; I was particularly impressed watching Captain Rob Skillman (on the Moore Bills out of the Ocean City

Fishing Center) target bigeye in specific. The first and most important thing I learned from him? Be flexible with your timing. Bigeye work on a different clock than most other tunas. They tend to feed deep, coming up to the surface an hour or two before the sun sets. When targeting bigeye in specific, Captain Rob often doesn’t leave the dock until mid-day and doesn’t plan to return to it until midnight. That allows the boat to arrive at the canyons, troll for a few hours to locate the best spot, and be 100-percent prepared when the witching hour arrives. BIGEYE WORK ON A DIFFERENT CLOCK THAN Finding the best spot means locating pilot whales on the surface and bait on the meter, which has been fairly easy in recent years thanks to the large number of whales in our area—particularly in the Washington. It’s been so easy, in fact, that everyone reading this has doubtless heard of “the bigeye hole”. You’re likely to see at least a cluster and often a fleet of boats trolling there, whenever the weather allows. But this hasn’t always been, nor will it always be, the case. And at times, the bite in the Baltimore or the Wilmington may be significantly better. Wherever you find yourself, remember: pilot whales on the surface are the big red flag. Heavy Lifting Now that we have the right place and the right time, making sure to use the right gear is imperative. These are not light- tackle fish. On the Moore Bills the reels of choice are 80’s. Note that in the MSSA Tuna-Ment, the Boat Over 31 Feet class-winning tuna was a 173.9 pound bigeye which was hooked on a Tiagra 80, on the FFMD boat. Yet on that big Tiagra it still took almost three hours to land the fish. Leaders and rigging needs to be similarly stout. The 150 to 200 pound test range is about right, though some will argue that going even heavier is in order. The use of a wind-on swivel is usually recommended, as it eliminates the need for wiring these beasts. On the Moore Bills they do use wind- ons but the mate still “helps” the angler a bit with his hands, once the leader has crept past the rod tip. DEEP, COMING UP TO THE SURFACE AN HOUR OR TWO BEFORE THE SUN SETS. MOST OTHER TUNAS. THEY TEND TO FEED

Once onboard the fish should be cleated-off with a tail-rope. Otherwise, things may be broken. Very broken.

Some other gear you’ll need to make sure you have onboard: multiple gaffs, as it’s pretty much impossible for one person to drag a bigeye over the gunwale. A tail-rope, to be secured to a cleat once the fish is onboard, thus preventing it from flipping wildly around the deck. And a good harness that allows the angler to lean back and use their entire body is 100-percent necessary, unless you have a young Arnold Schwarzenegger manning the rod. The Spread There will be plenty of argument over what to pull in your wake, but it all basically boils down to horse ballyhoo and spreader or splash bars. Some horse get rigged on Ilanders or Joe Shutes (whites and white/pinks or white/blues are favorites) and some get run naked. A spreader bar generally gets run off each short rigger position, one to a side. The ballyhoo run behind them and farther back on long riggers, and up tighter on flat lines. Spreader bars should be set so the lures are in the water but the bar itself is just above it, whenever possible. While more lines do get more lures into the water, many bigeye sharpies stick with a simple six-line spread. Multiple hook-ups are fairly common with these fish, and when a pair of bigeye are screaming line off the reels, you want to be able to get the remaining baits out of the water in a hurry. Night Moves On my own boat, I’ve had better luck with bigeye (numerically) after the sun has set. Chunking after dark produces them with some regularity, although usually night-caught bigeye seem to be smaller on average. While we have had the rare 150-pounder eat a chunk at night, most of the bigeye hitting after dark have been in the 60 to 100 pound class. Chunking for them is no different than chunking at night for other tunas: set out as much light as you can, preferably green; keep the chunks flowing steadily; set baits on floats at the edge of the light-line; and strip back at least one bait at all times. There are, however, a few specific tips that will boost your chances of getting a bigeye. For starters, arrive at the canyon early enough to locate those whales, and set up your drifts in that area. When you hear the “whoosh” of a whale breathing in the dark, you know the tuna aren’t far off.

Another good move is to carry a few squid jigs, and when you catch a squid, immediately slide a hook through the tip of its mantle and send it back out. Be sure to set the drag on live

squid rods as light as possible, so you know when they get hit. Those squid are pretty soft and tuna will easily rip them from the hook, and the strike-to-hookup ratio is probably only one to three. If the drag has much tension on it, you’ll never even know your hook has been stripped clean. With the super-light drag setting you usually get a few clicks, at least, and know to check the bait and replace it as necessary. The best way to boost your chances of tangling with a bigeye is, of course, to pony up and get on a professional boat. That said, many of us consider it a far bigger challenge and a far better victory to take on fish like this ourselves, on our own boats. Besides, watching Bubba cave is just too much fun to pass up.

7 th Mid Atlantic Flounder RULES AND REGULATIONS ENTRY FEE : $150 per boat before September and $200 in September. Applications paid with a dishonored check or credit card shall automatically void the registration. MSSA MEMBERSHIP : Tournament anglers do not have to be current members of the MSSA. By registering as a participant in a MSSA tournament, the individual agrees to abide by the Rules & Regulations of the tournament and agrees to them without exception. The Tournament Committee in its sole discretion may refuse entry of any registrant. ELIGIBLE FISH SPECIES & FISHING METHODS : Summer Flounder, also known as “fluke.” All fish must be caught by hook & line as dictated by the Maryland DNR. ALL ANGLERS & BOATS COMPETING IN THE TOURNAMENT MUST FOLLOW THE ANGLING POSSESSION LIMITS DETERMINED BY Maryland DNR (16 inch minimum & 4/person/day). FISHING LOCATIONS : Fishing is permitted in the coastal waters and the Atlantic Ocean FISHING HOURS : Lines in the water 7:00 AM to 3:30 PM. Any boat with lines in the water before 7:00 AM or after 3:30 PM will be disqualified. MEASURE : Summer Flounder (fluke) will be measured by WEIGHT. Ties in weight will be determined by earliest time of weigh-in. You may weigh three flounder and one misc. fish per boat/per day WEIGH-IN : MUST BRING FISH BY BOAT, BY WATER. All fish weighed-in will be issued an official weigh ticket bearing the catch weight. Anglers must object to the catch weight BEFORE the weigh ticket is issued. Upon receipt of the weigh ticket, the catch weight shall be deemed accurate, final & agreed upon by the captain. All fish are subject to examination, internally & externally, as the Weigh Master deems necessary. Weigh Masters are authorized to require proof of tournament registration and/or photo identification at the time of weigh-in. All decisions by the Weigh Master are final. WEIGH STATION : Atlantic Tackle (old Ake Marine), 12930 Sunset Avenue, Ocean City, MD 21842; Hook’em & Cook’em, Indian River Inlet, DE; Curtis-Merritt Harbor, Chincoteague, VA WEIGH STATION HOURS : Weigh-in 3:30 PM – 5:30 PM. Persons may be disqualified from the tournament because of a rule violation, regardless of the severity of the violation. All participants agree to abide by tournament rules and decisions of the Tournament.Committee. Decisions as to the disqualification or eligibility of any vessel, crew, or fish weighed in shall be made solely by the Tournament Committee and its decisions shall be final and incontestable. The Tournament Committee reserves the right to disqualify any boat at any time for misrepresentation made on any application or registration form by any member of the boat, any suspicious activity or unsportsmanlike conduct. Any boat disqualified shall be for the entire tournament, and shall result in the forfeiture of all tournament fees and prize money even if the disqualification was made after the prize money was awarded. POLYGRAPH: In consideration for the MSSA’s acceptance of an entry form for a Tournament, each registered Captain and angler specifically agrees and consents to voluntarily submit to a polygraph examination or examinations. The MSSA reserves the right to polygraph tournament winners as well as random tournament participants in any tournament. Each registered Captain or angler agrees to obtain the agreement and consent of each and every occupant of the boat from which he or she fishes during the tournament (including but not limited to the captain and crew) to submit to a polygraph examination or examinations as described above. The method and conduct of all polygraph examinations, and the interpretation of the results thereof, shall be in the sole judgment of the polygraph examiner appointed by the MSSA, whose opinion shall be final. If any registered captain, angler or occupant of a vessel refuses to submit to a polygraph examination, or if any registered Captain, occupant, or angler gives a response which, in the sole opinion of the polygraph examiner, is untruthful, then all registered persons on the boat shall be immediately disqualified without further notice from the MSSA. Any registered Vessel, Captain or angler so disqualified shall not be entitled to any prize, award, or entry fee refund. FISH ONBOARD: No uncleaned tournament fish can be on the boat before the start of the day, unless marked by Weigh-Master. Transient boats must keep with them at all times, captain number, marina receipt, and any other documentation explaining their situation to avoid law enforcement violations. The MSSA shall not be responsible for any citations or other law enforcement violations during tournament hours. SEPARATION OF VESSELS: At no time during tournament fishing hours is a vessel permitted to approach another boat or structure unless authorized by an MSSA Weigh-Master or in emergency situations. Participants may not return with fish for weigh-in after landing or leaving their vessels without Weigh Master approval. Refusal or error may result in disqualification. DISABLEDVESSEL: At no time during Tournament Fishing Hours is a vessel permitted to approach another boat or structure unless permitted by MSSA Weigh Master or in emergency situations. In the event a vessel becomes disabled during the Tournament, the Captain must notify a Tournament Weigh-Master as soon as possible that their vessel is disabled. Boats being towed into port must notify a MSSA Tournament Director (443-613-5109) that their vessel is under tow to remain registered. Only registered tournament participants may be on board a disabled vessel under tow. Upon returning to port, the Captain must first check-in with the Weigh-Master to affirm to the Weigh-Master that their vessel was towed to port and that no one boarded their vessel during the tow. Captain must notify the MSSA Tournament Director prior to transferring to another vessel RISKS and WAIVERS: Tournament participants accept the risks and dangers involved in such activity, and they acknowledge that unanticipated or unexpected dangers may occur. Participants agree to indemnify and hold harmless: the MSSA, its officers, directors, members, committee members, its assigns, sponsors, lessees, agents, and employees from any and all liability for any: claim, loss, injury, damage, demands, actions, choses in action, costs, accidents, libel, slander, negligence and/or death suffered by any member, family, crew boat and/or other persons which may occur during their term of membership or participation in a Tournament or MSSA Sponsored activity. The member further releases the MSSA, its officers, directors, committee members and sponsors from any liability for libel, slander, loss, damage, negligence, injury and / or death suffered by any member, family, crew, boat and/or other person which may occur during any term of membership. FUTURE PROMOTION: MSSA members consent to the MSSA’s use without payment or restrictions of any photographs taken during an MSSA event, the angler’s name, boat name, crews names, or vessel for any purpose whatsoever. All photographs submitted to the MSSA shall be the sole property of the MSSA after submission and maybe used without compensation SPORTSMANSHIP: The MSSA may disqualify any Vessel, Captain, crew, participant, angler or member who is involved in unsportsmanlike conduct; a knowing violation of the Rules, or for any reason that the MSSA believes the acts warrant disqualification. Members are also subject to termination of their membership for similar violations. At no time shall any boat captain or crew make verbal or written contracts that in anyway involve the splitting of prize money w i t h a n o t h e r b o a t o r r e g i s t e r e d c a p t a i n
